The bigger problem with the spec is that UnsignedImportMustBeDenied and SignedImportMayBeAccepted don't actually do anything. canImport is defined as P || Q. UnsignedImportMustBeDenied checks that !P && !Q = !canImport. SignedImportMayBeAccepted checks that P = canImport. These are tautologically true!
